Can't Read From Source File Or Disk


I had only one file on my desktop, a 2.5 GB mpg video file , and I tried to delete it. I went into the drive properties/security/advanced/owner, tick the box that applies the selected settings to folders int he drive and retake ownership of the drive. Has anyone found a solution? The file is a .rvt file (data file for Revit).Tried dropping to Administrator command prompt, and deleting from a command window, but it would lock up. So, maybe my problem is deeper than using a file transfer app? I had same problem since last week, tried use command line / enable "Always show icons, never thumbnails"/ disable services and other tricks posted regard this problem and none of them thankful for any fixes.
